Emma DENNISON, of no fixed above, Lancaster has on Thursday 20th November 2025 has at Lancashire Magistrates Court been found guilty of three thefts from Lancaster city centre shops and three occasions of breaching her Criminal Behaviour Order (CBO). She was issued her CBO only last month, banning her from entering the city centre due to her prolific shoplifting.
The courts have imprisoned her for 6 months.
The police’s Integrated Offender Management (IOM) Unit has been requested to look to engage with Emma whilst she is in prison. The team is made up of police officers who try to work with prolific offenders to try and support them to make better decisions in their life and reduce or stop their reoffending. This support can then continue on her release alongside other support services and the probation service.
The IOM Unit have had great success helping some of Lancaster’s most prolific shoplifters turn their lives around recently, including two of the top three prolific shoplifters from 2024. The IOM don’t just deal with offenders who shoplift but anyone who is in a cycle going in and out of prison and who is ready to accept help to stop the cycle. PC Shaun Foster encourages all shops to report thefts, so we can identify the offenders and deal with them appropriately. It is apparent that those shops who don’t report thefts are continuously targeted, whilst those who actively report thefts and work alongside the police see a reduction.
