Criminal Behaviour Orders for prolific Hertsmere shoplifters |

Two prolific shoplifters have been handed Criminal Behaviour Orders (CBOs), banning them from entering specified shopping areas in Hertsmere. The orders were granted thanks to the hard work of the Community Safety Unit, who gathered evidence and submitted applications to court. At Stevenage Magistrates’ Court on Monday 1st December 2025, Lee Lawrence, aged 45, of Gordon Close St Albans, was handed a four-year order, setting out the following conditions which he must abide by: • Not to enter a specified area of Potters Bar High Street. • Not to enter a specified area of Darkes Lane in Potters Bar.
At a hearing on Friday 28th November 2025, Magistrates at St Albans granted a four-year order for Kevin Bhurtun, aged 42, from Sixth Avenue in Greater London. He has been banned from entering: • The Boulevard Shopping Park in Borehamwood (unless attending a medical appointment). • The BP petrol station in Elstree Way, Borehamwood. • Sainsbury’s in Shenley Road, at the junction with Theobald Street, in Borehamwood.
Breaching a CBO is a criminal offence which could lead to a prison sentence.
Claire Morris, from the Hertsmere Community Safety Unit, said: “This is seventh CBO we have secured this year, in relation to frequent shoplifting. I hope this gives businesses some peace of mind that we will always do everything we can to target those involved and prevent offending from occurring.” If you witness a CBO being breached, please call 999 straight away.
