Local Priorities Road Safety Issues Message

I wanted to provide you with an update regarding Road Safety Issues, which people around your area have highlighted as an issue of concern on the priority survey.

On 11th September 2025 a vehicle failed to stop for West Lancs Task Force officers in Digmoor, Skelmersdale. The driver put other road users and members of the public at risk, driving off road and in an dangerous manner. We know that one of your community priorities from In The Know System is antisocial driving and as such I can confirm, after a complex investigation and in consultation with the Crown Prosecution Service, that Kallen HOY, 30, of Wellington Close, Skelmersdale, has been charged with the following offences.
- Dangerous Driving
- Fail to Stop for Police when requested
- No Licence
- No insurance
- Possession of Offensive Weapon in a Private place

HOY was also charged with the very serious offence of Perverting the Course of Justice after an attempt to cover up his actions. This carries a maximum sentence of Life Imprisonment. He will appear in court in due course.

We will continue to target people who put the community at risk with their driving and commit offences.
