OPERATION STORMECHO – COMMUNITY INFORMATION |

Dear Resident, Northamptonshire Police is currently undertaking Operation Stormecho, a coordinated initiative aimed at addressing the unlawful and inappropriate use of electric scooters, off-road bikes, and VOI rental scooters within local communities.
This operation has been introduced in response to increasing concerns from residents relating to anti-social behaviour, road safety risks, and the danger posed to both pedestrians and road users. Reports have included the illegal use of privately owned e-scooters on public roads and footpaths, the use of off-road motorcycles in parks and residential areas, and the unsafe or irresponsible operation of VOI rental scooters.
We would like to take this opportunity to clarify the current legislation and expectations:
Privately owned electric scooters are not legal for use on public roads, pavements, cycle paths, or other public spaces. Their use is restricted to private land with the permission of the landowner. Off-road bikes must not be used on public land unless authorised and, if used on the road, must be road legal, taxed, and insured. VOI rental scooters, while permitted as part of a government trial, must be operated in accordance with the law, including holding a valid driving licence, using designated areas only, and adhering to road safety regulations. Misuse of any of these vehicles can result in enforcement action.
As part of Operation Stormecho, officers and Police Community Support Officers will be conducting high-visibility patrols, engaging with the public, and taking robust action where offences are identified. This may include warnings, fixed penalty notices, and the seizure of vehicles where appropriate. We are committed to working alongside the community to improve safety and reduce anti-social behaviour. Your support is invaluable.
