Car Meets - Hewitt's Roundabout

Your local Chelsfield SNT Officers are aware of the ongoing “Car Meets” which occur on Hewitt's Roundabout, leading up to the M25 Junction. This is a ongoing issue, and we are working on methods of dealing with the issues. However, in the meantime we have drafted and sent out a Advice/Warning Letter to all owners of vehicle registrations that have been identified as possibly being involved in these “Car Meets”.

"Dear Sir/Madam,

WARNING REGARDING PARTICIPATION IN CAR MEETS AND ASSOCIATED VEHICLE ACTIVITY

Information has come to police attention that you may have previously participated in a vehicle gathering commonly referred to as a "car meet" near Junction 4 of the M25 and Hewitt's Roundabout, Chelsfield, Bromley. While lawful and responsible vehicle enthusiast events can take place legitimately, many organised and spontaneous car meets are associated with anti-social behaviour, dangerous driving, excessive vehicle noise, street racing, burnouts, drifting, obstruction of the highway, and behaviour that causes significant concern to local residents and road users.

The Metropolitan Police Service would like to remind you of the potential consequences of becoming involved in such activity.

Potential Offences and Police Powers

Drivers attending car meets may be subject to enforcement action where offences are identified, including but not limited to:

Dangerous Driving (Section 2 Road Traffic Act 1988)

Careless or Inconsiderate Driving (Section 3 Road Traffic Act 1988)

Speeding offences

Driving without due care and attention

Obstruction of the Highway

Anti-Social Behaviour offences

Police officers have powers to:

Issue Traffic Offence Reports and Fixed Penalty Notices.

Report offenders for prosecution.

Seize vehicles being used in an anti-social manner under Section 59 of the Police Reform Act 2002.

Recover vehicles at the owner's expense.

Apply for Criminal Behaviour Orders or Anti-Social Behaviour Injunctions where appropriate.

Gather and retain intelligence relating to organisers and participants.

Section 59 Police Reform Act 2002

A vehicle may be seized where it is being used in a manner that causes alarm, distress or annoyance and is being driven carelessly, inconsiderately, or without lawful authority. As of the 29th June 2026 the Legislation has updated, meaning the requirement to issue a prior Section 59 warning has been removed. Officers may now seize a vehicle immediately where the legal threshold is met.

Impact on Communities

The anti-social behaviour commonly associated with car meets has a significant impact on local communities. Residents frequently report:

Excessive noise late at night.

Intimidation and fear caused by dangerous driving.

Obstruction of roads and public spaces.

Damage to private and public property.

Increased risk of serious injury or death to drivers, passengers and members of the public.

Our Advice

You are strongly advised not to participate in any gathering where unsafe, illegal, or anti-social driving may occur. Drivers are responsible not only for their own actions but also for ensuring they do not become involved in activities that place themselves or others at risk. If you choose to attend such events, you should be aware that police patrols may be present, vehicles may be monitored, and enforcement action may be taken where offences are identified.

This letter is intended to inform and warn you of the risks and consequences associated with vehicle-related anti-social behaviour. It should be retained for your records.
