Nuisance modified vehicles update

Nuisance modified vehicles update

I wanted to provide you with an update regarding E-Scooters/nuisance motorcycles, which people around your area have highlighted as an issue of concern on the priority survey.

Community Update – Newington and surrounding areas

Addressing the ongoing nuisance caused by illegally modified electric bikes remains a priority for your local Neighbourhood Policing Team.

During patrols on the morning of 4th October 2026, officers observed an electric bike being ridden through the Newington area which was not utilising its' pedals for propulsion. The rider was subsequently stopped and engaged with on Melbourne Avenue.

Following checks, the vehicle was found to be capable of speeds in excess of 30mph, meaning it did not comply with Electrically Assisted Pedal Cycle (EAPC) legislation and was being used unlawfully. As a result, the vehicle was seized by police.

Officers also took the opportunity to educate the rider regarding the legal requirements surrounding EAPCs and the responsibilities associated with their use on public roads and public spaces.

We understand the concerns that illegally modified electric bikes cause within our community, particularly in relation to road safety and anti-social behaviour. We will continue to carry out high-visibility patrols, engage with riders, and take positive action where offences are identified.

If you have information regarding the dangerous or anti-social use of electric bikes in your area, please continue to report this to Kent Police via 101 or through our online reporting services. Your information helps us target enforcement activity where it is most needed.

Thank you for your continued support in helping keep Newington a safe place to live, work and visit.

Tackling antisocial behaviour can be a complex issue, and one which requires input and action from more than just the police.

February 2025 saw the publication of the Ministry of Justice Crime and Policing Bill: Antisocial behaviour (ASB) factsheet. This outlined a number of new measures including making powers to seize vehicles under section 59 of the Police Reform Act 2002 easier to use, allowing the police to react robustly and immediately to the anti-social use of motor vehicles.

If you ever experience this issue or have information regarding an incident, please report it using our online reporting tools at https://www.kent.police.uk, speak to an operator in our Force Communications Room via our online web chat or call the non-emergency number 101.

Alternatively, you can stay 100 per cent anonymous by contacting the independent charity Crimestoppers on 0800 555 111 or via their untraceable online form at crimestoppers-uk.org.
