I wanted to provide you with an update regarding ASB, which people around your area have highlighted as an issue of concern on the priority survey. Police Appeal to Parents and Carers Regarding Anti-Social Behaviour at Blaenavon Resource Centre
Police are receiving an increasing number of reports of youth-related anti-social behaviour in and around the Blaenavon Resource Centre.
Reported incidents include the use of offensive, abusive and foul language, often spoken loudly within the building, causing harassment, alarm and distress to service users, staff and visitors. We have also received reports of criminal damage within the toilet areas, with groups of young people using the baby changing facilities and disabled toilets as places to gather and socialise.
In addition, youths have been reported sitting and, on occasions, lying in communal doorways, obstructing access to the building for members of the public and creating a nuisance for those attending the centre.
We would like to remind parents and carers that the Resource Centre is not intended to be used as a social meeting place. The facility provides access to essential community services, including the GP surgery, dental practice, pharmacy and other vital support services. Those attending the building should be able to do so without fear of intimidation, obstruction or disruption.
Due to ongoing concerns surrounding anti-social behaviour within the building, a banning order is in place prohibiting persons under the age of 16 from entering the Resource Centre unless they are attending a pre-arranged appointment or are accompanied by a parent, carer or responsible adult.
The building is covered extensively by CCTV, and incidents of anti-social behaviour will be investigated. Where individuals under the age of 16 are identified by police or through CCTV footage using the premises as a social gathering location, an Anti-Social Behaviour warning letter may be issued in partnership with the Community Safety Team.
Persistent involvement in anti-social behaviour may result in further interventions, including the implementation of an Acceptable Behaviour Contract (ABC) or, where necessary, escalation to a Civil Injunction.
We ask parents and carers to speak with their children about their behaviour and the impact it has on others. By working together, we can help ensure that the Resource Centre remains a safe, welcoming and accessible environment for everyone who relies on its services.
We appreciate your continued support.
Gwent Police
Tackling antisocial behaviour can be a complex issue, and one which requires input and action from more than just the police. The Anti-social Behaviour, Crime and Policing Act 2014 aims to put victims first, giving power to local people and enabling professionals to find the best solutions for their local area. The act provides the police, local authorities and other local agencies with flexible tools and powers that they can use to respond quickly and effectively to antisocial behaviour. These include: - civil injunctions.
- criminal behaviour orders.
- public spaces protection orders.
- community protection notices.
- dispersal powers.
- closure powers.
The act also includes measures such as the Community Remedy and antisocial behaviour case reviews which empower victims and communities to have a say in the outcome of their reports and hold agencies to account. If you ever experience this issue or have information regarding an incident, please report it using our online reporting tools at https://www.gwent.police.uk, speak to an operator in our Force Communications Room via our online web chat or call the non-emergency number 101. Alternatively, you can stay 100 per cent anonymous by contacting the independent charity Crimestoppers on 0800 555 111 or via their untraceable online form at crimestoppers-uk.org.
